沈伯洋遭中共全球通緝！范雲曝好消息：已獲48國代表全面聲援

民進黨立委沈伯洋日前遭中國以分裂國家為由，發布全球通緝，對此，民進黨立委范雲今(12/23)透露，自己在國際自由聯盟（Liberal International, LI）要求聯盟聲援沈伯洋，已獲得全面支持，無異議通過。

范雲與沈伯洋近日赴荷蘭海牙出席國際自由聯盟第209屆執行委員會，她表示，自己作為民進黨代表、同時身兼國際自由聯盟副主席，已在會中訴求聯盟，應聲援沈伯洋，通過「反制跨國鎮壓」緊急決議。

范雲透露，這項訴求在當地時間會議首日，即獲得全面支持、無異議通過，還有成員發言感謝這個決議，以及要求標題要點名是台灣所受到的壓迫。

范雲指出，此屆會議匯集全球橫跨歐洲、非洲、美洲、亞洲共計48個國家、近170位自由主義政黨代表及民主倡議人士共同與會。現場所有代表均表達支持，沒有一張反對票。

范雲說，更重要的是，有會員國代表主動提案將決議案名稱由「跨國鎮壓」修正為「中華人民共和國對台灣人的跨國鎮壓」，直接點名中國對台灣的威脅。

范雲指出，這一修正，充分顯示有越來越多國家願意挺身而出，反制中國對台灣的不義壓迫，「我們不是獨自面對，而是有來自全球自由派政黨的支持」。

范雲也提供通過之決議文全文如下：

關於中華人民共和國（PRC）對臺灣人民進行跨國鎮壓之緊急決議案

認知到：
中華人民共和國（PRC）是眾所周知的跨國鎮壓加害者，將台灣人民當作鎮壓的目標；

深切關切：
中國對台灣立法委員沈伯洋提出毫無根據的「分裂國家」指控，並由中國官媒呼籲透過國際刑警組織或與其他國家的司法互助機制追捕沈委員；

注意到：
上述行為侵犯基本人權，並構成對民主社會民選代表的嚴重威嚇升級。

承認：
中國運用跨國鎮壓，屬於對台灣人民不法主張其長臂管轄權；

重申：
中國對台灣人民並無任何法律權限，任何試圖施加長臂管轄的作為，皆明顯違反國際人權規範。

國際自由聯盟（Liberal International）決議如下：
⁠譴責中國正在進行的跨國鎮壓。
敦促各會員政黨與政府強化法律與制度，以保護受到此類鎮壓威脅的個人。
呼籲各會員反制中國以噤聲臺灣人民為目的之政治脅迫。
支持台灣的民主韌性及其作為捍衛全球民主價值重要夥伴的角色。
鼓勵發展並推動監測、預防並回應跨境鎮壓行爲的國際機制。
⁠關於台灣及台灣海峽，國際社會應堅守以規則為基礎的國際秩序及和平外交。
各國應透過多邊合作，釐清聯合國2758號決議的法律範圍，使台灣得以不損及現狀的前提下參與適當的國際組織。
各國應將對話、國際法與衝突預防置於優先地位，以確保區域安全與穩定。

《Urgency Resolution on PRC's transnational repression against Taiwanese nationals》

Recognizing that
The People’s Republic of China (PRC) is a known perpetrator of Transnational Repression, targeting Taiwanese nationals among others;

Deeply Concerned By
The PRC’s baseless charges of “separatism” made against Taiwanese Legislator Puma Shen, and by Chinese state media’s calls for Shen to be pursued through Interpol or other mutual judicial assistance mechanisms with foreign countries;

Noting that
These actions violate fundamental human rights and constitute a serious escalation against an elected representative of a democratic society;

Affirming that
The PRC’s use of transnational repression represents an unlawful assertion of long-arm jurisdiction over Taiwanese nationals;

Reaffirming that
The PRC holds no legal authority over the people of Taiwan, and attempts to impose such jurisdiction constitute a clear violation of international human rights norms;

Liberal International hereby:
•⁠  ⁠Condemns the PRC’s ongoing use of transnational repression.
•⁠  ⁠Urges member parties and governments to strengthen legal and institutional safeguards to protect individuals targeted by such practices.
•⁠  ⁠Calls upon members to resist the PRC’s political coercion aimed at silencing Taiwanese voices.
•⁠  ⁠Expresses support for Taiwan’s democratic resilience and its role as a partner in defending global democratic values.
•⁠  ⁠Encourages the development and promotion of international mechanisms to monitor, prevent, and respond to transnational repression.
•⁠  ⁠The international community to uphold a rules-based international order and peaceful diplomacy regarding Taiwan and the Taiwan strait.
•⁠  ⁠Multilateral engagement in clarifying the legal scope of UN Resolution 2758 thereby allowing Taiwan’s participation in appropriate international organisations without prejudicing status quo.
•⁠  ⁠States to place dialogue, international law, and conflict prevention at the forefront as means of achieving security and stability in the region.
