根本資格不符？蔣萬安兒拿交換補助爆特權　美國國務院：計畫僅限「外國國民」參加

台北市長蔣萬安長子蔣得立考上建國中學，還錄取北市僅25個名額的國際公費1年交換生計畫，不過蔣得立因在美國出生，擁有美國籍身分，不僅被質疑分食稀缺資源，甚至根本就資格不符。對此，有網友寫信向美方查證，美國國務院也做出回應，確認該計畫「僅限外國國民參加」，且須獲得簽證，消息曝光掀起討論。

蔣得立獲得赴美交換資格，由於他具備雙重國籍，引發外界質疑是否擁有資格。網友為此求證寫信美方，美國國務院明確回應，該交換計畫確實是為前來美國進行國際教育與文化交流體驗的「外國國民」所設立。

回應中還指出，若要參加中學生交換計畫，學生須獲得國務院指定贊助機構的擔保；贊助機構將負責在整個計畫期間監督學生與寄宿家庭，錄取中學生交換計畫的學生，必須使用由指定贊助機構核發的DS-2019表單，在自己的國家申請J-1簽證。 

對此，網紅徐小花也在臉書貼出相關消息，指出網友寫信給美國國務院，且已獲得回信，直言「必須是外國國民才能進行這項交換，那麼蔣萬安兒子是美國人肯定不符資格。」

美國國務院回應全文：

Thank you for your inquiry. You have reached the Office of Private Sector Exchange within the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA). This office administers the Exchange Visitor Program, which is overseen by the Deputy Assistant Secretary (DAS) for Private Sector Exchange in ECA. The Exchange Visitor Program is for foreign nationals who come to the United States for international educational and cultural exchange experiences.

The Secondary School Student Program is part of the Department of State’s Exchange Visitor Program. The program is designed to give foreign secondary school students the opportunity to complete up to one year of academic study at an accredited public or private secondary school in the United States. In addition, these students are given the opportunity to live with an American host family and participate directly in the home life of the family. Some students may also attend and reside at accredited U.S. boarding schools. Students attend school as full time students and may attend for not less than one academic semester (or its quarter equivalent) or more than a full academic year.

Eligible foreign participants must be between the age of 15 and 18-and-a-half years by the first day of school or have not completed more than 11 years of primary and secondary school education excluding kindergarten. Students who have previously participated in an exchange program utilizing the J-1 or F-1 student visa may not participate. Students may not be placed in the homes of relatives.

To participate in the Secondary School Student Exchange Visitor Program, students must be sponsored by one of the Department of State's designated sponsor organizations. Sponsors are responsible for screening and selecting eligible U.S. host families and matching them with students. The sponsor is also responsible for monitoring the students and host families throughout the exchange program. Students accepted into the Secondary School Student exchange visitor program must apply for a J-1 visa in their home country using the Form DS-2019 issued by the designated sponsor.
